		<description>There is nothing inherently wrong with housing projects, it was the management of them that turned them into the disaster they are today.  If they would have remained the affordable housing resource that they were intended to be, instead of the dumping ground for the poor/destitute and the city&#039;s problems, they would be a resounding success.  Until the city repositions the housing projects back to affordable housing, and not just a homeless shelter in disguise, nothing will change.  The reality is that the housing projects have not been an &quot;affordable housing resource&quot; in NYC for the past 40 years.</description>
